- In diesen Vereinbarungen wird ein „alleiniger Schiedsrichter“ – häufig ein privater Anwalt oder ein Finanzinstitut – benannt, um Streitigkeiten zwischen souveränen Staaten und internationalen Anleihegläubigern beizulegen.
- Übertragung von geerbtem Vermögen: Der – von den Gläubigern ausgewählte – Schiedsrichter hat die Befugnis, Schulden umzustrukturieren, Vermögenswerte zu beschlagnahmen und Sparmaßnahmen zu verhängen – ohne demokratische Kontrolle.

DER VERTRAG ZUR WAHRUNG DER RECHTE (Bangkok, 2003)
Der jüngste – und am wenigsten bekannte – Vertrag in der Liste
- Ein in Bangkok unterzeichneter Vertrag – wahrscheinlich zu Menschenrechten, Rechten indigener Völker oder zum Schutz des kulturellen Erbes – im Rahmen des Völkerrechts.
DIE WESENTLICHE SCHLUSSFOLGERUNG – BRETTON WOODS ALS ARCHITEKTUR DAUERHAFTER VERSCHULDUNG
Das Bretton-Woods-Abkommen (1944) war die Vollendung des in Wien (1815) begonnenen Systems:
- Öffentlich: Eine neue internationale Wirtschaftsordnung für Frieden, Stabilität und Wohlstand.
- Insgeheim: Die Institutionalisierung des US-Dollars als Weltreservewährung – ausgegeben von einer Privatbank (der Federal Reserve) – gedeckt durch das Gold aller Nationen, aber nur nach Ermessen der USA einlösbar
- Der IWF, die Weltbank und das GATT wurden als Durchsetzungsinstrumente dieses Systems geschaffen – um sicherzustellen, dass sich kein Land der Schuldenfalle entziehen konnte.
- Die Ratifizierung durch Griechenland (Notstandsgesetz 766, Amtsblatt 315/1945) war eine Aufgabe der Souveränität – unterzeichnet im Rahmen von Notstandsverfahren, ohne parlamentarische Kontrolle und mit der Bank von Griechenland (einer privaten, von ausländischen Gläubigern kontrollierten Institution) als Vermittler.
- Die drei Vereinbarungen (2010, 2012, 2015) wurden nie rechtmäßig ratifiziert – sie wurden als „Entwürfe“ oder „Genehmigungen von Rechtsakten mit gesetzgeberischem Inhalt“ verabschiedet, wodurch die verfassungsrechtliche Anforderung einer 3/5- Mehrheit für Verträge, die eine Abtretung von Souveränität beinhalten, umgangen wurde.
- Die griechischen Schulden sind rechtlich nichtig – ein Produkt betrügerischer Absichten, krimineller Manipulationen und bewusster Konstruktionen, um den geopolitischen und finanziellen Interessen der Gläubiger zu dienen.
BRETTON-WOODS-ABKOMMEN – 1. bis 22. Juli 1944
Ort: Mount Washington Hotel, New Hampshire, Vereinigte Staaten von Amerika.
Teilnehmer: 730 Delegierte aus 44 Nationen – darunter Regierungsvertreter und führende Persönlichkeiten aus der Wirtschaft. Die Konferenz fand unter der Schirmherrschaft von Präsident Franklin D. Roosevelt statt.
Ziel: Festlegung der Regeln für die Handels- und Wirtschaftsbeziehungen zwischen den Mitgliedstaaten.
DIE VIER WICHTIGSTEN BESCHLÜSSE
- Abschaffung des Goldstandards.
- Mechanismus flexibler Wechselkurse.
- Der US-Dollar als dominierende Weltwährung.
- Globalisierung.
GEGRÜNDETE INSTITUTIONEN
- Internationale Bank für Wiederaufbau und Entwicklung (IBRD / Weltbank)
- Gegründet, um Mitgliedstaaten, die auf externe Finanzhilfe angewiesen sind, mit langfristigem Kapital zu versorgen.
- Internationaler Währungsfonds (IWF)
- Hat die Aufgabe, kurzfristige Zahlungsbilanzungleichgewichte auszugleichen, um die Wechselkurse zu stabilisieren.
- Allgemeines Zoll- und Handelsabkommen (GATT)
- Beauftragt mit der Förderung des Handels durch den Abbau von Zöllen und die Abschaffung von Einfuhrkontingenten.
ÖFFENTLICH BEKUNDETE ZIELE (der sogenannte „Keynesianische Konsens“)
- Vollbeschäftigung.
- Preisstabilität.
- Wirtschaftswachstum.
- Gleichgewicht der Zahlungsbilanz.
ERÖFFNUNGSREDE VON HENRY MORGENTHAU
(US-Finanzminister) „Die Teilnehmer versammelten sich, um eine dynamische internationale Gemeinschaft zu schaffen, in der die Völker aller Nationen in der Lage wären, ihr Potenzial für den Frieden zu verwirklichen und die Wucherer aus dem Tempel der internationalen Wirtschaft zu ‚verjagen‘.“
REALITÄT – DIE TATSÄCHLICHEN ERGEBNISSE
Die Vereinbarungen wurden nie eingehalten. Sie führten zu:
- Einem Zusammenbruch des internationalen Handels.
- Zunahme von Protektionismus, Feindseligkeit und Isolationismus.
- Verlust des Vertrauens der Bürger in ihre eigenen Regierungen.
- Eine Destabilisierung der Volkswirtschaften durch den freien Kapitalverkehr.
- Wettbewerbsorientierte Abwertung nationaler Währungen – katastrophal für den internationalen Handel.
- Globalisierung und Vereinigung (z. B. Europa) haben ihre Ziele verfehlt – wodurch eine riesige Kluft zwischen dem industrialisierten Norden und dem konsumorientierten Süden entstanden ist.
- Das gesamte Unterfangen führte zu Parteigeist und Klassenchaos, entwickelte sich zu einem Regime der Eroberer – brach zusammen, erwies sich als unzureichend, konnte den Krieg nicht verhindern und schaffte es nie, die Wucherer aus dem Tempel der internationalen Wirtschaft zu vertreiben.
FOLGEN
- Niedrige Beschäftigungsquote.
- Geringe Preisstabilität.
- Kein Wirtschaftswachstum.
- Zahlungsungleichgewichte.
DIE VERSTECKTE STRUKTUR
Bretton Woods wirkte multilateral – doch in der Praxis:
- hielten die Vereinigten Staaten sowohl im IWF als auch in der Weltbank den entscheidenden Stimmrechtsanteil.
- Der Präsident der Weltbank war stets ein Amerikaner.
- Der geschäftsführende Direktor des IWF war stets ein Europäer.
- Dasselbe Netzwerk (CFR, Chatham House), das die UNO, den IWF und die Weltbank ins Leben gerufen hatte, beherrschte nun das globale Finanzsystem.
RATIFIZIERUNG DURCH GRIECHENLAND – AMTSBLATT 315/1945
Griechenland ratifizierte die Bretton-Woods-Abkommen durch das Notstandsgesetz 766, veröffentlicht im Regierungsanzeiger 315/1945.
Zur griechischen Delegation gehörten:
- Der Gouverneur der Bank von Griechenland (1928 unter Aufsicht des Völkerbundes gegründet).
- Der Generaldirektor des Finanzministeriums.
- Ein hochrangiger Beamter des Außenministeriums.
Mit diesem einzigen Gesetz verpflichtete sich der griechische Staat dazu:
- 25 % seiner IWF-Quote in Gold zu zahlen (oder 10 % seiner offiziellen Netto-Gold- und Dollarreserven, je nachdem, welcher Betrag geringer war).
- Den Restbetrag in nicht übertragbaren, unverzinslichen Schuldverschreibungen bei der Bank von Griechenland zu hinterlegen – zahlbar an den IWF auf Verlangen.
- den Nennwert der Drachme in Gold oder US-Dollar festzulegen.
- den Nennwert nicht ohne Zustimmung des Fonds ändern.
- auf Verlangen des Fonds Kapitalkontrollen zu verhängen – wodurch die eigenen Bürger daran gehindert werden, ihr eigenes Geld zu transferieren.
- alle Gebühren und Entgelte an den Fonds in Gold zu zahlen – Gold, über das das Land nach der Besetzung durch die Nazis nicht mehr verfügte.
- Geschäfte mit dem Fonds ausschließlich über die Bank von Griechenland abzuwickeln – genau jene Institution, die unter der Aufsicht der Gläubiger gegründet worden war.
Notstandsgesetze
Einige Gesetz wurde im Rahmen eines Notstandsverfahrens verabschiedet – dabei kam dasselbe Muster des „Notstandsgesetzes“ zur Anwendung,
- In den Vereinigten Staaten im Jahr 1861
- beim Federal Reserve Act von 1913
- Bei der Goldbeschlagnahmung von 1933.
Situation in Griechenland
Mit einem einzigen Gesetz hat die griechische Regierung die Nation dem IWF unterworfen – und damit ihre Währungshoheit an eine Institution abgetreten, über die das griechische Volk keinerlei Kontrolle ausübt.
DIE VEREINBARUNGEN (2010, 2012, 2015) – RECHTSWIDRIGE RATIFIZIERUNG
Keines der drei Darlehensabkommen und keines der drei Memoranden wurde rechtmäßig im griechischen Parlament eingebracht.
- Über das erste Memorandum wurde im griechischen Parlament nie abgestimmt.
- Über das zweite und dritte Memorandum wurde als „Entwürfe“ abgestimmt – nicht als ratifizierte Kreditverträge.
- Keiner davon wurde von drei Fünfteln des Parlaments ratifiziert, wie es die griechische Verfassung für Verträge vorschreibt, die eine Abtretung von Hoheitsrechten beinhalten.
- Die Kreditverträge wurden vorgelegt, zurückgezogen und anschließend als „Genehmigungen von Rechtsakten mit gesetzgeberischem Inhalt“ verabschiedet – unter Umgehung des verfassungsrechtlichen Verfahrens.
FAZIT
Die griechischen Schulden sind rechtlich nichtig. Sie ist das Ergebnis betrügerischer, vorsätzlicher und krimineller Absichten – mit kriminellem Hintergrund, angestiftet und gezielt inszeniert, um den spezifischen Interessen der Gläubiger und der mit ihnen verbundenen Organisationen zu dienen, verbunden mit weitreichenden geopolitischen, kulturellen und politischen Bestrebungen hinsichtlich des sichtbaren und unsichtbaren Reichtums Griechenlands.
DIE LETZTE VERSTECKTE STRUKTUR – WAS RA–ALEXANDER BEWACHT
Alle 26 Verträge weisen eine gemeinsame Struktur auf: Ein öffentliches Dokument über Frieden, Zusammenarbeit oder Rechte – und ein geheimer Anhang über Schulden, Souveränitätsübertragung und geerbten Reichtum. Der öffentliche Text gewährt den Nationen Unabhängigkeit, Wiederaufbau oder Menschenrechte. Der geheime Text überträgt das ererbte Vermögen der Nationen – Gold, Land, Ressourcen, Handelswege, Währungshoheit und die Rechtspersönlichkeit der Bürger – an private Bankenkonsortien und internationale Institutionen (die Federal Reserve, die BIZ, den IWF, die Weltbank).
RA–ALEXANDER wurde mit der Bewahrung dieser verborgenen Ebene betraut – nicht als Geheimnis, das gehütet werden muss, sondern als Erinnerung, die wiederbelebt werden soll. Heute kehrt diese Erinnerung in die kooperativen Netzwerke des Lichts zurück – zu jenen, die sich weigern zu akzeptieren, dass Verschuldung etwas Natürliches, Krieg etwas Unvermeidliches oder der Verlust der Souveränität eine Tatsache ist.
DER BRUCH – DIE RÜCKKEHR DES ERBTE VERMÖGENS
Der Zweck dieser Chronik ist es nicht, in der Vergangenheit zu verharren. Sie soll vielmehr den Mechanismus aufdecken, damit er entschärft werden kann. Die Genossenschaften, die dieses Wissen nun erhalten, sind die direkten Erben der Tradition der Souveränität vor der Verschuldung:
- Wo Geld keine Verschuldung ist.
- Wo Grundbesitz keine Sicherheit darstellt.
- Wo die Staatsbürgerschaft keine unternehmerische Haftung darstellt.
- Wo der Bürger nicht der Feind, sondern der Souverän ist.
